Rights

Dear student,
The University established this procedure to concentrate the information for students on reserve duty (“miluim”), based on Student Rights Regulations (adjustments for students serving in reserve duty), 2012-5772. To ensure the protection of your rights, you must follow the procedure. All phrases in masculine refer also to females.

Definitions:

"Parent student" - a student who is a parent of a child under the age of 13; "Reserve service under emergency or special circumstances" - reserve service pursuant to a call according to the provisions of section 8 of the Reserve Service Law, 2008-5768 or by call for service in a special situation within the meaning of section 9(a) of the Reserve Service Law.

1. Application for adjustments

(A) Students who wish to receive adjustments shall act in accordance with this procedure and with section 1.12.4.in Teaching and Study Procedures.
(B) Students applying for adjustments shall submit an application to the Reserve Duty Coordinator by means of a a written application to the Reserve Unit

2. Absence from classes and postponement of studies

(A) A reserve duty student is entitled to be absent from classes during the reserve duty service period, without limitation, and his rights shall not be violated for this reason, including with regard to attendance requirements for eligibility to take the examinations, to submit papers or to obtain a good grade.
(B) A parent student whose spouse serves in reserve duty is entitled to be absent from classes every day during the reserve service period for two hours of study until 10:30, and without restriction from 15:00, and his/her rights will not be harmed due to this absence, including attendance requirements for eligibility to take exams, to submit papers or to obtain a good grade.
(C) A student who served in reserve duty in emergency or special circumstances is entitled to be absent from one day of studies immediately after the completion of this reserve duty period and if the service period exceeded 10 days, and he shall be entitled to an additional day of absence for each 10 days of reserve duty as stated; each day of absence shall be immediately after the end of the reserve duty service.
(D) In addition to the provisions of section B above, a student whose parent or a spouse served in reserve duty in emergency or special circumstances may be absent from one study day for every 10 days of reserve service as aforesaid of his spouse, but no more than 5 days.
(E) If possible and taking into account the type of reserve service in question, the student is responsible for coordinating the absence as stated in advance with the course lecturer and completing the material he has missed.
(F) A student who served in in reserve duty for at least 10 consecutive days cumulatively in the course of a semester, for a semester course or at least 20 days cumulatively during the course of the academic year for an annual course, and therefore was absent from classes in the course, may postpone the course and repeat it without additional payment, provided that he did not take a test yet. This right will also be granted to a parent student whose spouse served in reserve duty, and he/she was absent from classes according to the provisions of section B above.

3. Assignments

(A) A reserve duty student may ask the lecturer in advance to postpone the submission of a assignment or to request to submit an alternative assignment if he was absent due to reserve service on the date of submission of a task or around it. The submission of the assignment will be postponed at least in the number of days he served in the reserve duty. If the reserve duty was reserve under emergency or special circumstances, the deadline would be postponed by 10 days or the number of days during which he served in reserve duty, whichever is longer; The provisions of this section shall also apply to a parent-student whose spouse served in reserve service or reserve duty in emergency or special circumstances, respectively.
(B) A reserve duty student who missed due to reserve service of 14 days or more the deadlines of more than eight assignments, will submit a concentrated application to the Reserve Duty Coordinator in order to find a comprehensive solution that will be beyond the easements to which the student is entitled under these regulations (e.g., reducing the number of assignments, consolidating assignments if possible, etc.). The provisions of this section shall also apply to a parent-student whose spouse served in reserve service as aforesaid and he/she consequently missed the date of submission of more than eight assignments.
(C) A reserve duty student who has not yet submitted an assignment in a course that is a prerequisite, is entitled to study on probation in the advanced course or in the advanced year until completion of the assignment. The provisions of this section shall also apply to a parent-student who has not submitted an assignment in a course, as stated above, due to reserve service of his spouse.

4. Laboratories, seminars, workshops, tours and practical training

(A) A reserve duty student who was absent due to reserve duty from a laboratory course, seminar, tour, workshop or practical training, may receive one of the adjustments as specified in section 4(C) in coordination with the lecturer.
(B) The provisions of section A shall also apply to a parent-student who was absent due to reserve duty service of his/her spouse as provided in section 2(B).
(C)

Completing the assignment on the date determined by the lecturer.
Repeated participation at a time to be determined by the lecturer.
Replacing the missed assignment with another assignment to be determined by the lecturer.
Request for exemption following the reserve duty - the application for exemption shall be submitted to the lecturer. The lecturer will forward his decision to the relevant Teaching Committee for approval.

(D) A reserve duty student who missed due to his reserve duty a laboratory course, seminar, tour, workshop or practical training that is a prerequisite, is entitled to study on probation in the advanced course or in the advanced year until completion of the assignment. The provisions of section A shall also apply to a parent-student who was absent due to reserve duty of his/her spouse.

5. Exam

(A) A reserve duty student who was absent from an exam due to reserve service and a parent-student who has been absent due to reserve duty service of his/her spouse is entitled to be examined on a special date within the framework of the university's fixed dates.
(B) A student who served in reserve duty for two to nine days consecutively during or near the examination period (i.e., began the reserve duty service before and completed it during the examination period) is entitled to not take the exam near his return and receive a special date according to the following conditions:

In case of continuous reserve duty service of 2-3 days, the student is allowed not to take the exam within 24 hours after his return from the service and will be entitled to take the exam on a special date.
In case of continuous reserve duty service of 4-6 days, the student is allowed not to take the exam within 48 hours after his return from the service and will be entitled to take the exam on a special date.
In case of continuous reserve duty service of 7-9 days, the student is allowed not to take the exam within 72 hours after his return from the service and will be entitled to take the exam on a special date.

(C) A student who served at least 10 consecutive days of reserve duty during the examination period or a student who served in reserve duty for at least 10 consecutive days or 21 days cumulatively during the semester adjacently to the examination period, or a student who served in reserve duty in emergency circumstances or in a special situation for 5 days at least during the examination period or during the semester adjacently to it, is entitled to take the exam on a special date in any course, in which he was supposed to take the exam during the examination period, at an additional date at the end of the semester or adjacently to it and no later than four months after the end of the semester; Such entitlement will also be granted to a parent-student whose spouse served in reserve duty as mentioned above.
(D) A reserve duty student who missed due to his reserve duty an exam in a course that is a prerequisite, is entitled to study on probation in the advanced course or in the advanced year until completion of the exam. The provisions of section A shall also apply to a parent-student who missed an exam due to reserve duty service of his/her spouse.
(E) The special date will take place after the completion of the reserve duty service in such a way that the student will be given time to prepare for the examination.

6. Completion of studies, registration of courses and attendance

(A) A reserve duty student who was absent due to reserve duty service is entitled to a benefit equal to 50 photocopies or prints of mossed academic material for each study day in which he was absent. Please contact Reserve Duty Coordinator to receive photocopy vouchers.
(B) A reserve duty student who was absent due to reserve duty service is entitled to assistance in completing the missed study material. The student may complete the material (according to availability in each course) by: Training, tutoring, auxiliary lessons, reference materials, watching photographed classes or listening to recorded classes. Additional information is available in Section 7.
(C) A reserve duty student who has been absent due to reserve service may submit a request for priority in library books borrowing or to borrow books in a quantity exceeding quantity prescribed by the University's regulations, through the Reserve Duty Coordinator.
(D) A reserve duty student who has been called to reserve duty and is expected to be absent during registration to courses, is entitled to early registration. Early registration will be done by submitting a reserve duty order and a list of courses to the relevant secretariat. The secretariat will ensure to perform the enrollment to courses with the opening of the registration period.
(E) A reserve duty student who goes on reserve duty during the period of changes shall turn directly to the Reserve Duty Coordinator.
(F) Eligibilities detailed in Section 6 shall also apply to a parent-student who was absent due to reserve duty of his/her spouse.

7. Mentoring and marathons

A student who has served in the reserve duty for more than 5 consecutive days in a semester and was absent from at least two classes of compulsory courses, may contact the Reserve Duty Coordinator and submit a request for assistance in completing the material. A parent-student who has a spouse that served in the reserve duty for more than 5 consecutive days in a semester and was absent from at least two classes of compulsory courses, as described in Section 2(B), may contact the Reserve Duty Coordinator and submit a request for assistance in completing the material. Assistance will be provided as following:

In case of continuous absence of 5 to 9 days in a semester, mentoring sessions may be requested in any compulsory course in which two or more classes were missed.
In case of cumulative absence of 10 to 19 days in a semester, tutoring sessions may be requested in any compulsory course in which two or more lessons were missed, or 50% subsidy in marathons* in compulsory courses to which the student is enrolled.
In case of cumulative absence of 20 days and more in a semester, tutoring sessions may be requested in any compulsory course in which two or more lessons were missed, or 80% subsidy in marathons* in compulsory courses to which the student is enrolled.

Assistance framework:

In case of absence from two lessons in a compulsory course, one 90-minute mentoring session can be requested, up to a maximum of 5 sessions. A. A class and practice lesson exercise are considered as one class. B. Some classes will be given in a small group (not individually). C. Mentoring will be provided for classes in a regular format only (not including laboratories, seminars, workshops, tours and practical training)
There will be no mentoring sessions and marathon subsidy for the same course. * Out of the existing marathons list of the Student Union. We make every effort to respond positively to any submitted request. This does not imply a commitment that a mentor will be found for each applicant.

Submission of the application: Please complete an online application and ask the Reserve Duty Coordinator for a tutoring request form.

A student requesting assistance in completing study materials will submit an application within two weeks from the end of the reserve duty service on a form that will be electronically received from the Reserve Duty Coordinator.
A marathon subsidy application must be submitted at least two weeks prior to the marathon. The subsidy will be transferred to the student's tuition fees account only if approved by the Reserve Duty Coordinator and with presentation of receipt.
A reserve duty student shall attach to the application Form 3010 (Active Reserve Duty) and a schedule. A student-parent whose parent or spouse served in the reserve duty shall attach to the application a photocopy of the ID with its attachment, spouse's Form 3010 (Active Reserve Duty) and a schedule.

8. Extension of studies

(A) A student who has served a cumulative reserve duty of 150 days during the period of his standard studies will be entitled to extend his studies by two semesters, without being charged a tuition fee or any additional payment for such extension.
(B) A parent-student whose spouse served a cumulative reserve duty of 150 days at least during the period of his standard studies will be entitled to extend his studies by one semester, without being charged a tuition fee or any additional payment for such extension.
(C) An application for such extension shall be submitted through the Reserve Duty Coordinator. The application will be made in a letter explaining the reasons for the request, and will include documents and approvals supporting the application.

9. Scholarships and dormitories

The Hebrew University does not recognize reserve duty service as an activity that entitles students to receive scholarships or dormitories.

10.Recognition of reserve duty service as an activity entitling to a credit point

As of study year 5779 (2018-2019), two credits for active reserve duty(But not a monetary credit) can be obtained once during the course of studies towards the graduate degree. for more details
