The combination of parenthood with academic studies can sometimes create difficulties. In recent years, the University has been constantly expanding the services it provides to the population of parents on all campuses, including nurseries (dormitories specifically adapted for parents), nursing rooms, diapering surfaces and more.
You can contact gender and parenting coordinator to obtain information, ask questions about rights and obligations, consult regarding problems and file requests.

Dear Student,
In accordance with the provisions of the Student Rights Law of 2007 and the Student Rights Regulations (adjustments due to fertility treatments, pregnancy, childbirth, adoption or obtaining a child for custody or foster care) of 2012, the University has established this procedure to concentrate information about student rights for adjustments due to fertility treatments, pregnancy, childbirth, adoption or obtaining a child for custody as future parent or for foster care.

1. General:

(A) "Qualifying Event": maintenance of pregnancy, birth, adoption, or the taking of a child to custody as a intended parent or foster parent or absence for the purpose of traveling to a foreign country for the purpose of adoption.
(B) A female student who wishes to receive adjustments due to a qualifying event or for fertility treatments will act in accordance with this procedure and teaching and study procedures.
(C) A student after adopting or receiving a child for custody as an intended parent or as a foster parent or absent due to traveling to a foreign country for the purpose of adoption is entitled to receive adjustments due to a qualifying event as specified in these regulations, subject to a declaration that his/her spouse is not entitled to receive adjustments under the Student Rights Regulations (adjustments due to fertility treatments, pregnancy, childbirth, adoption or obtaining a child for custody or foster care) of 2012 or rights of absence under labor laws.
(D) A student who wishes to receive adjustments or to file a complaint regarding adjustments will submit a request to the Parenting Coordinator via a form. The application must include medical certificates and/or opinions and/or approvals from welfare agencies according to which the student is absent from studies due to a qualifying event. The form must be submitted to the parenting coordinator at least one month prior to the requested adjustment date.
(E) A female student after an qualifying event shall be entitled to the adjustments specified in sections 2, 3, 6, 7 and 9, after a 21-day absence (cumulatively) unless otherwise specified in this procedure.

2. Absence and postponement of studies

(A) A student is entitled to be absent due to fertility treatment or pregnancy from 30% of all classes in every course in which attendance is mandatory..
(B)A student who is postpartum, or has adopted a child, or become a child guardian or a foster parent, is entitled to be absent from 30% of all classes in any course in which attendance is mandatory, over a period of 15 weeks from the date of birth, adoption, guardianship or foster care. Notwithstanding the foregoing, a postpartum student is entitled to an alternative absence from all classes in which attendance is required, for a period of six weeks from the date of birth, according to the higher rate of absence between the two options
(C) A student who is postpartum, or has adopted a child, or become a child guardian or a foster parent, is entitled to an additional 10% of absence from all classes in any course in which attendance is required, in order to care for the infant in its first year of life.
(D) A student shall arrange for her absence as stated in the provisions of Section 6.2.4
(E) A student who is absent due to a qualifying event may postpone a course and repeat it in the same or subsequent year with no additional tuition fee, provided that she has not already sat the final course exam. A student who is absent, as mentioned, is entitled to continue her studies, contingent upon her completing the said course. This does not apply to vocational training courses.
(F) A student who is expected to be absent from a course according to these rules, must inform the course lecturer and the department office of her expected absence a month in advance and give them the approval of the parenting coordinator.
(G) A student who is absent from a lab course, a seminar, a tour, a workshop or a practical training course, etc., due to a qualifying event, even if absent for less than 21 days, may, in coordination with the course lecturer, complete the assignment, including the next time the course is offered, or submit an alternative assignment at a time determined time by the lecturer.
(H) A student may apply to be exempt from a lab course, a tutorial, a seminar, a tour, a workshop, a practical training, etc. for a qualifying event. An application for exemption must be submitted to the course lecturer, who will send his decision to the relevant Teaching Committee for approval.
(I) With regard to the completion of training in the clinical years at the Faculty of Medicine, instead of clauses (F) - (G), therelevant regulations shall apply.

3. Assignments

(A) A female student who is absent due to a qualifying event at the time she should submit and assignment or around it, may submit this assignment or an alternative assignment, in accordance with the teacher's decision, within 7 weeks from the end of the absence period.
(B) A female student who did not submit an assignment in a course that is considered a prerequisite, is entitled to study on probation in an advanced course or in an advanced year until completion of the assignment.

4. Risk factors in laboratories

(A) Information on the materials used in laboratories, which may be risk factors for pregnant women or nursing women, is published on the course or laboratory website.
(B) A female student may postpone her participation in laboratories where such materials are used until after the pregnancy or breastfeeding period.
(C) Depending on the nature of the laboratory and the extent of the absence, the teacher will determine the method of completion of the laboratory work that the student has missed.

5. Examinations

(A) A female student who is absent from exam due to an upcoming qualifying event, even if she is absent for less than 21 days, is entitled to take the exam on a special date in accordance with the provisions of  teaching and study procedures.
(B) A female student who is expected to be absent from exam due to fertility treatment, but the nature of the exam does not allow to perform it at alternative time, is entitled to be examined on a special date in accordance with the provisions of  teaching and study procedures.
(C) A female student after a qualifying event, who is absent from a test in a period of up to 14 weeks from the day of the qualifying event, is entitled to take the exam on a special date in accordance with the provisions of teaching and study procedures. A student who chooses to take the exam during this period will not be entitled to a special date.
(D) A pregnant student is entitled to go to the toilet during an examination.
(E) A pregnant student is entitled to an additional 25% to the time of the examination.
(F) In the event that a pregnant student is entitled to additional time for another reason, the rate of the total supplement shall be determined according to the higher one.
(B) A female student who is absent due to a qualifying event from final examination in a course that is a prerequisite, is entitled to study on probation in an advanced course or in an advanced year until completion of the examination.

6. Extension of studies

(A) A student who is absent due to an a qualifying event will be entitled to extend her studies in two semesters, without being charged tuition fees or any additional payment for this extension.
(B) An application for such extension shall be submitted through a Gender and Parenting Coordinator and ASAP after the qualifying event. The application shall be made in a letter explaining the reasons for the application, and shall include documents and approvals supporting the application.

7. Submission of study program

A female student who was late in submission of a study program or a change in a program due to childbirth, is entitled to an exemption from late payment fees (2.5% of the tuition fees) subject to the submission of an application to the parenting coordinator.

8. Parking on or near the campus

(A) From the seventh month of pregnancy to one month after birth, a female student may park, free of charge, in proximity to the place of studies.
(B) To obtain a parking permit, contact the security department* at least two weeks before the start of the qualifying period. The application must be accompanied by a driver's license, a vehicle license and an appropriate medical certificate or the approval or a letter from the parenting coordinator.
(C) In requests that exceed the defined period, contact the parenting coordinator.

9. Scholarship for Research

(A) A graduate female student who is absent due to a qualifying event is entitled to continue to receive a scholarship even during the absence period, for a period of up to 15 weeks after the qualifying event.
(B) Upon completion of the scholarship period, the student will be entitled to extend the scholarship for a period equal to her paid absence and no more than 15 weeks, provided that the student is still studying at the Hebrew University.
(C) It is hereby clarified that if during the period of absence due to a qualifying event, the period of entitlement to the scholarship has expired, the extension of the scholarship as stated in subsection (B) shall be for the period corresponding to the absence in which the student was entitled to a scholarship and provided that the student is still studying at the Hebrew University.

10. Awards and excellence grants

Awards and excellence grants from the University, the criteria for granting which is a period of study, will be calculated for a student who was absent due to a qualifying event with reduction of her absence period.

11. Infrastructure

Throughout the campus:
(A) Classrooms with seats suitable for pregnant students that will allow sitting and writing with comfort;
(B) Rooms for nursing, equipped with a comfortable seating area, an electrical outlet, a refrigerator, a diapering surface and a nearby sink;
(C) Diapering surfaces. List of locations of diapering surfaces is published at the Dean’s office website and campus maps.
(D) Nurseries.

12. Partners

Students whose partner has had an entitling event (i.e. birth, miscarriage, adoption, or receiving a child in custody or in foster care) are entitled to:

(a) exemption from attending classes for a week from the day of the entitling event.

(b) an additional exam date if they missed an exam held during the three weeks from the day of the entitling event.

(c) a week’s postponement for submitting homework (assignments/exercises).

In this section an “entitling event” is: birth, miscarriage, adoption, or having custody of or fostering a child.

13. Photocopies

A student who was absent due to a qualifying event, even if it was less than 21 days, is entitled to benefit which equals to a 20-page photocopy or printing of missed material for every academic day they were absent from. In order to receive photocopy vouchers, contact the Gender and Parenting Coordinator.

14. Tutoring

An undergraduate student who has had an entitling event may contact the parenting coordinator and apply for assistance with catching up with the material as follows:

If 5-9 consecutive days are missed during a semester, the student may apply for tutoring in any mandatory course in which two or more classes were missed.

If a total of 10-19 days are missed during a semester, the student may apply for tutoring in any mandatory course in which two or more classes were missed or for 50% subsidy on exam prep (marathon) in any mandatory course the student is enrolled in.

If over 20 days are missed in total during a semester, the student may apply for tutoring in any mandatory course in which two or more classes were missed or for 80% subsidy on exam prep (marathon) in any mandatory course the student is enrolled in.

Assistance offered:

If two classes are missed in a mandatory course, the student may apply for one 90 minute tutoring session, and up to 5 sessions.

A class and a tutorial count as a single class.

Some tutoring sessions will be given to a small group (not individual tutoring).

Tutoring is offered for standard format classes only (labs, seminars, workshops, trips, field work, etc. are excluded).

How to apply:

A student wishing to apply for assistance with catching up on missed material may apply to the parenting coordinator at the Dean of Students Office within two weeks of her eligibility period.

Applications via the online registration form must include a copy of the student’s ID card and a document confirming birth/pregnancy[EH1] .

15. Parent student whose partner is on reserve duty

“Parent student” – a student who is the parent of a child that is under 13 years old;

“Reserve duty in emergency or special circumstances” – Reserve duty according a call-up pursuant to section 8 of the Reserve Service Law 2008 or according to call-up in a special situation within the meaning of section 9(a) of the Reserve Service Law.

(a) Parent students whose partner served on reserve duty may be absent from classes every day of the reserve duty period, for two periods until 10:30 and without limit from 15:00, without thereby adversely affecting their rights, including the requirement of attendance in order to be eligible for taking exams, submit assignments and receive a higher grade.

(b) In addition to what is stated in section (a) above, parent students whose partner served on reserve duty in emergency or special circumstances may be absent from one study day for each 10 days of reserve duty served, as stated, by their partner, but may not be absent for more than 5 study days.

(c) A parent student who is absent based on section (a) above, is entitled to defer one or more courses and repeat them without additional charge, provided they have not taken the exam yet and their partner has served a total of at least 10 days of reserve duty in a semester (for a single-term course) or 20 days over a year (for an annual course).

(d) A parent student with an assignment due during or near their partner’s term of reserve duty is entitled to either postpone the assignment or submit an alternative assignment (at the teacher’s discretion). The submission date must be postponed by the number of reserve duty days at least. If it was reserve duty in emergency or special circumstances the date will be postponed by 10 days or by the number of days served on reserve duty, the higher of the two.

(e) A parent student who missed classes due to their partner’s reserve duty of 14 days or longer, and as a result has missed the due dates of more than eight assignments, should inform the Teaching Committee in their home faculty, which has the discretionary authority to decide, on grounds of good will, but also taking into account the demands of the various courses, how and if missed work should be made up.

(f) A parent student who due to their partner’s reserve duty has missed an exam or an assignment that is a prerequisite, is entitled to take the advanced course or attend the advanced year on condition that the exam or assignment are made up in accordance with these rules.

(f) A parent student who due to their partner’s reserve duty has missed a laboratory, seminar, workshop, field trip or practicum, which is a prerequisite, is entitled to conditional admission to the advanced course or the advanced year until the assignment is made up.

(h) A parent student whose partner served on reserve duty for a total of 10 days or longer during the exam period, or at least 10 consecutive days around the exam period, a total of 21 days, or at least 5 consecutive days in an emergency or special circumstances during or just before the exam period is entitled to take any of the exams he or she was going to take during this exam period on a different date. This additional date will be scheduled no later than four months from the end of the semester.

(i) A parent student who due to their partner’s reserve duty as specified in section (a) has missed a laboratory, seminar, workshop, field trip or practicum, is entitled to one of the following accommodations, depending on the nature of the course and in coordination with the lecturer:

•             Make up the missing work at a time set by the lecturer.

•             Participate again at a time determined by the lecturer.

•             Change the missed assignment into a different one to be determined by the lecturer.

•             Request exemption due to reserve duty. This request should be made to the lecturer. The lecturer will submit his or her decision for approval by the relevant Teaching Committee.

(j) A parent student who has missed an exam due to their partner’s reserve duty, is entitled to a special exam date (make-up exam) for any missed exam date.

(j) A parent student who has missed an exam due to their partner’s reserve duty, is entitled to:

•             50 credits to photocopy or print missed material for each day missed. Student must apply to the parenting coordinator to receive the vouchers.

•             Assistance with catching up on missed material. Students may use any of the following means of catching up on missed material (availability varies depending on the course): instruction, tutoring, learning aids, audio or video recordings of lectures.

•             Priority borrowing books at the library, and increased borrowing quota (through the parenting coordinator).

•             If the absence takes place during enrollment period, early enrollment is available. To enroll, the student must submit their partner’s reserve duty call-up letter and a list of courses to the secretariat of the appropriate department. The secretariat will perform the enrollment when the period for registration begins.

•             If the student’s reserve duty coincides with the changes deadline, they must apply directly to the parenting coordinator.

(k)          Student parents whose partner was on reserve duty for at least 150 days cumulatively during their regular period of studies are entitled to extend their studies by one semester, without incurring tuition or any additional payment for this extension. Applications to extend studies together with substantiating documents must be submitted to the parenting coordinator.

16. Bringing babies to classes

Parents may bring babies of up to 4 months to classes in theoretical studies. The University’s safety regulations must be observed. Babies may not be brought to laboratories. If there is any disturbance to the normal functioning of the lesson, the parent is responsible for stopping the disturbance. The course teacher may request that the babies be taken out of the class if there is a disturbance to the normal functioning of the lesson.

Nursing and Diaper Changing Rooms

The nursing room has opened on the Safra campus in the “Teachers' cabin”. You can receive the access card from lending desk at Herman library.

Mount Scopus campus

  • Humanities faculty: The nursing room is located at block 3 (under Hecht synagogue). You can get a key for long-term use in the Teaching Affairs Secretariat (Tel: 02-5881070)  or at the Deputy Dean office of the faculty (Tel: 02-5883718). The room is equipped with fridge, freezer, milk pump outlet and a seat.A folding diaper changing pad is placed at the diaper changing station, adjacent to the nursing room. There is no need for key.
  • Education and social work: The nursing and diaper changing room is located next to the toilets in Education building (ground floor, close to secretarial offices). The room is equipped with a refrigerator, freezer, power sockets for milk pumps, two armchairs and a diaper changing table. A key is provided in exchange for deposit from Shlomi Shukrun, Education building coordinator, 02-5882024. A folding diaper changing pad is located in the Education and Social Services Library, at the ground floor toilet.
  • Faculty of Law: The nursing and diaper changing room is located in the Law library, in the room to the left of the elevator. For keys please turn to the lending desk (or to Mazal in the secretariat of the library administration). The keys must be returned immediately after use. The nursing room is equipped with a freezer, a power socket for a milk pump and a sofa. If necessary, you can ask the library administration to use the refrigerator in the drinks corner.
  • Social Sciences faculty: In the Dean’s offices, room 3719. Turn to Sarit in order to receive a key to the next room. She will even allow you to use the office refrigerator (room 3700). Note that the room in which the refrigerator is located is closed daily at 4:00 PM. Two folding diaper changing pads located in the toilets (both for men and women), adjacent to the "computers farm”.
  • Humanities and Social Sciences library (the Forum): Folding diaper changing pad is located in the handicapped toilet of the ground floor (at the main entrance to the library, turn right into the library's administration offices).

Edmond J. Safra campus (Givat Ram)

You can use the nursery room in Papick building (to the left of the entrance) during its work hours (from 08:00 AM to 04:00). In addition, there are two nursing and changing rooms:

  • The first one is located in the students’ club and “teacher's cabin” near Papick building. You can receive the keys from lending desk at Herman library.
  • The second room is located in the Engineering and computer science school, room A113. Folding diaper changing pad is located in Feldman A-B halls at the entrance to the toilet.

Rehovot campus

Nursing room is located at the library, room 107. You can get a key for a long-term use from the Teaching Affairs Secretariat Mary Levy. Phone number: 08-9489331.

Ein Kerem campus

  • Medicine. A permanent nursing room is located in the medical library, on the floor of the seminar rooms. It is equipped with refrigerator, lockers (for storage of milk pumps and related equipment), diaper changing surface, electrical outlets, screen, armchairs, sink with hot and cold water. Keys for lockers and refrigerators are available for a deposit of 20 NIS. Person in charge: Aviva Efraim, Control Room, seminar rooms, 4th floor of the Faculty's medical library building, Tel: 02-6758246 Folding diaper changing pad is located at the Medical library, toilets in the entrance to the building.
  • Nursing: A temporary nursing room is located in the nursing building on the entrance floor (the entrance from the hospital, next to the post office). After entering the building turn right, walk to the end of the corridor. The room to the right, next to the bathroom, dressing cubicles and lockers. The room is equipped with a chair, a refrigerator, a diaper changing surface and an electrical outlet.
  • Student Union: Galit Shemesh, the secretary of the Student Union, allows students to pump milk and breastfeed in the coordinators' rooms. Student Union offices, Student Center building, basement floor. The room is equipped with a chair, an electrical outlet and a refrigerator.

Nurseries and Kindergartens

Nurseries (daycare)

There are two nurseries in the campuses which operate under the patronage of the Dean of Students of the Hebrew University for the benefit of parents: Mount Scopus campus and Edmond J. Safra. The nurseries enroll babies between the ages of 2 months and 10 months (from the time a baby is admitted to the nursery he can stay there until the end of the academic year). The nurseries allow mothers to arrive at any time to breastfeed. There is one nanny to every 5 babies.
You can enroll the baby for certain days (e.g., Mondays and Wednesdays regularly throughout the first semester) or on one-time basis with a notice of one day in advance.

Play area at Mount Scopus campus

The play area at Bronfman (Idelson) dormitories is offered for children of students who live in these dormitories. It is operated by parents who would be happy to accept donations of toys. For details of the responsible parent contact Idelson dormitories manager,  at 02-5818115.

Rehovot campus

“Bereshit” kindergarten is located in the Faculty of agriculture and operated by Boaz Feigenblatt. Work hours: Sunday to Thursday - 07:00 AM to 05:00 PM, Friday - 07:00 AM to 12:00 PM. The kindergarten is supervised by the Ministry of Education as “recognized but not official”. The nursery gives priority to students who want to enroll their babies on a monthly basis, and they accept babies on a daily basis subject to availability. The kindergarten enrolls babies from the age of three months to three years.
